Members of Congress Urged FEMA to be NSGP Transparent

Dear Nonprofit Security Friends,

As reported, FEMA announced the 2024 NSGP-NSS Phase 1 results several weeks ago, but failed to provide the list of sub-grantees to Congress (under the guise of national security).

I am of two minds on the previous standard FEMA release to Congress, as many members would publicly share and grandstand on the results for their own political gain at the expense of undermining the security of the nonprofit recipients and the greater nonprofit community. Providing useful intelligence to the bad guys, which is not an acceptable security protocol.

However, I am and remain concerned that the time lapse between the general announcement and the receipt of details by the SAAs and the nonprofits has been problematic for the reasons set forth in a bipartisan letter sent by 70 members of the House last week.

The letter to the acting FEMA administrator discusses the difficulty for nonprofits to make plans for the FY 2025 NSGP application when they do not know the status of the FY 2024 supplemental awards (for those that applied).

As a I mentioned recently, the SAAs are beginning to receive details on the supplemental and are beginning to notify nonprofits of their awards piecemeal. This is great but imperfect. The phase 2 supplemental results have not been officially announced and from what I hear are rolling out slowly and piecemeal as well.

This makes the letter relevant and the message timely, although, I would argue the emphasis should be on the SAAs receiving the details so that they can quickly let the nonprofits know of their results.

I recommend that if one or more members of your congressional delegation signed on to the letter to write them a note thanking them for their support and to encourage their continued engagement with FEMA and the Administration and continued oversight over the administration’s administration over the NSGP program. You may also want to share the letter with the entirety of your congressional delegation (non-signers) to bring them up to speed on the issue, as well as their awareness of the letter and the status of NSGP-NSS and pending FY 2025 NSGP funding opportunity. (There is a need for broad education about the program in this new Congress.)

For those of you who applied for the 2024 NSGP- NSS program, have not received results, and are unsure of whether to apply for the FY 2025 annual NSGP program that just commenced, I would recommend your planning on applying for the FY 2025 NSGP funding opportunity and not to sideline yourself should the 2024 NSGP-NSS results fail to come out in time. It is not your fault that the administration is neither forthcoming or organized.
