Dear Nonprofit Security Friends,

Between FY 2005 and FY 2017, the annual appropriation for the federal Nonprofit Security Grant Program averaged $17 million and served only a fraction of nonprofits located in approximately 40 designated urban areas across the country.

While threats to the Jewish community were substantiated in the post-9/11 environment, from extremists across the ideological continuum, the 2018 massacre at the Tree of Life synagogue (that was home to 3 separate congregations), transformed the NSGP program. Funding, which we were hard to secure in past fiscal years, increased to $60 million in FY 2018, and its resources became available to all nonprofits regardless of their location.

Funding began to increase further, incrementally: to $90 million in FY 2020, $180 million in 2022, and $305 million in FY 2023 as threats to Jewish and other faith and ethnic minority communities escalated.

Then the annual NSGP appropriation plateaued. In FY 2024, the annual appropriation saw its first funding cut in years to $274.5 million.
