Dear Nonprofit Security Friends,

Drafting the Nonprofit Security Grant Program (NSGP) application (Investment Justification (IJ)), begins with a Vulnerability Assessment (VA). It is the base-line document from which much of the IJ is written, especially if a thorough, professional VA is conducted and relied upon.

For several of FEMA’s various state and local grant programs, the VA serves as a planning and assessment tool that demonstrates and substantiates an organizations threats, vulnerabilities, and consequences, provides recommendations in the form of investments to mitigate the vulnerabilities, and provides the applicant with a direction to achieving preparedness capabilities to reduce their risks.
